As one of the most liberal and progressive countries on the planet, The Netherlands has earned a reputation of taking humanitarian issues very seriously, not to mention the huge number of Dutch citizens that attend environmental protests in favor of clean energy legislation at events such as the most recent Copenhagen summit.
That is why it is so disappointing that the Dutch cannot use all of that energy to affect their own environmental legislation in a manner that will actually produce some results. The Netherlands has a feed in tariff although it is weak and capped at ridiculously low levels - it is too depressing to get into how lame it is. For commercial entities, a tax break of 44% in the calendar year of installation applies, however this is also capped at €113 Million nationwide (did I mention that this is also ridiculous?).

As hard as my brain is trying to comprehend the logic behind these lame and ineffective policies, it just doesn't work. The Netherlands has adequate solar radiation to support an industry, not to mention the political capital with voters to really strengthen a feed in tariff policy that will encourage investment. Seriously, there is no reason that these policies cant be improved upon to increase investment in this country. Maybe the political establishment could use some encouragement - particularly in the form of voting for the other guy.
