Latvia has no feed in tariff for solar power. But the utilities have agreed to purchase power at double the average energy cost. Due to the instability of this plan, and the lack of government legislation requiring the purchase of energy by the utility, we cannot reliably analyze this system.
Although it is beneficial to the utilities for the system to remain functional at their whim, there is feed in tariff legislation expected before the Latvian Parliament by the end of the year (2010).
