After carefully calculating the feed in tariff in Iran using the solar radiation data, it turns out that Iran's feed in tariff policy is sitting directly on the border between "pathetic" and "WTF?" However, Iran does have annual solar radiation averages well over 2000kWh/kWp, which makes any solar enthusiast's mouth water.
While it is possible to squeak a profit out of almost any size installation, there is always the risk of the feed in tariff dropping. Therefore, investors will not only have to deal with an unstable political environment, international sanctions, and heavy governmental regulation; they will also have to live with the risk of un-guaranteed payment levels for the energy they produce.
Basically, investors treading these waters may be S.O.L....
