Finland doesn't really get much credit for all of the renewable programs they have, and to be quite honest, it may be impolite criticize too much... But this site isn't exactly known for politeness or political correctness.
Finland could easily adopt a feed in tariff policy which will allow citizens and investors to take a reasonable return on investment. The solar radiation values are not great, but they are enough to safely tread into the wild world of solar energy.
The rational thing to do is to at least give the energy customer the option of selling solar energy back to the grid. Even a cheap-skate solar policy is better than refusing to buy into one at all. It is like turning away a girl scout trying to sell cookies which you know taste good and you can afford easily, you just don't buy them because you don't like the color of the box.
Thumbs down Finland. Period.
